Roundabout is Out
At the regular meeting on May 2, 2011, the City Council took action changing the scope of work for the Kelly & Ohio Roundabout project to a traditional four-legged intersection. KDOT has withdrawn their support for a roundabout at this intersection based on their consultant's concerns about the largest interstate trucks not being able to turn right. According to the City Engineer, Martin Goedecke, the design that was submitted to KDOT would accomodate trucks passing through north-south or east-west. KDOT, however, does not believe that interstate truck drivers will utilize the truck apron as designed to make right turns; instead, they will follow the traffic lane and roll over the curbs at each corner. Goedecke has indicated that a traditional four legged intersection at this location does not accomodate right hand turns by interstate trucks either without them having to swing out into oncoming lanes of traffic.
The Council approved an agreement with Goedecke Engineering for additional design engineering services to draw up plans and specifications for a traditional four legged intersection. The costs of the additional design services are not to exceed $35,000. The premilinary design drawing for the newest proposal (see .pdf below) illustrates a traditional four-legged intersection with protected left turn lanes. The newest design proposal requires the least amount of right-of-way acquisition because it does not involve a full realignment of Kelly Street. City staff will be sending notification to the property owners on the northwest and southwest corners of the intersection informing them of the change in scope of work and the requirements of the right-of-way.
